Position Description
The University Library HR Specialist in the Library Personnel Office has primary responsibility for the personnel work related to 300—400 temporary student assistant employees, work study students, and graduate student research assistants.

Areas covered in these responsibilities include: hiring and employment; payroll; data gathering, analysis, and reporting. The work requires superior customer service, self-direction, priority setting, time management, excellent communication skills, and often entails one-on-one training with student supervisors and student employees, and communication with a large staff regarding HR policies and practices affecting their employment. As such, this position is responsible for applying, communicating and utilizing best practices in human resources, including familiarity with University, State and federal policies related to human resources and Student and Work Study recruitment and compensation.

This position also serves as the Library’s administrator for the university’s electronic time and attendance system, where employee hours are recorded and tracked. The position will: ensure compliance with university policies; ensure that student employees enter hours worked in multiple positions; ensure that supervisors approve time cards; compile and report Student Wage Budgets for Library Fiscal Services, library department heads, and student supervisors; track permanent EHRA and leave; serve as the point person to answer questions and resolve issues regarding recorded hours and leave; and train employees and supervisors on the time and attendance policies and system.

This position serves as the coordinator for the Carolina Academic Library Associates (CALA) program, a library fellowship program in partnership with the UNC-Chapel Hill School of Information and Library Sciences.

This position has back-up responsibility for human resources duties for SHRA and EHRA temporary and permanent employees when other staff are not available.

Minimum Education and Experience
Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities
The HR Specialist must have the following:
Demonstrated ability to handle a high volume of routine transactions with a very high level of attention to detail and a very high degree of accuracy and organization.

Demonstrated ability to multi-task and handle different transactions, in different stages, concurrently, meeting various deadlines. Must have flexibility and the ability to shift priorities quickly. Comfort with client contact through email, phone, and in-person. Ability to work both independently and collaboratively.

Excellent communication skills, both verbal and written. This includes excellent grammar, and the ability to be tactful, concise and clear in written and verbal communications.

Strong focus on customer service, including responsiveness to requests and follow-up. Ability to anticipate customer needs and make process changes to improve the customer experience. The successful candidate will demonstrate a positive, professional and customer oriented focus. “Can do” attitude and professional demeanor. Confidentiality, integrity, and professionalism are required.

Strong computer skills including Microsoft Excel and Word.

Position generally requires in-office presence during work hours, ability to sit at desk and use a computer throughout most of the day, ability to operate office equipment, and the ability to communicate using telephone and email.

Preferred Qualifications
• Prior experience working in a human resources environment
• Experience working with college students
• Experience managing the collection and manipulation of data in spreadsheets
• Working knowledge of Connect Carolina / Peoplesoft, Infoporte, LawLogix, GradStar, WordPress, and the Kronos “TIM” time management system
• Demonstrated interest in the human resources field, such as membership in a professional human resources association
